ROHMは1958年に京都で小型電子部品メーカーとして設立されました。1967年にはトランジスタやダイオードも生産対象に拡大し、1969年にはICなどの半導体製品もラインナップに加えられました。2年後（1971年）、同社は従来の日本のビジネス文化に反して、シリコンバレーに営業所とIC設計センターを設立し、米国市場に参入しました。
